The development of the Pannette block is part of a strong ambition: to transform a strategic sector of Évreux into an exemplary piece of city, combining architectural, urban, landscape and environmental quality. Located on the immediate edge of the historic center and near the SNCF train station, the block occupies a key position but remains today landlocked and poorly connected to its surroundings.
The project aims precisely to reverse this situation. Through the diversity of its programs—housing ranging from R+2 to R+4, offices, a young workers' residence, shops and activity spaces—it creates a structuring built frontage along the Gambetta and de la Buffardière boulevards, while opening up the block through new pathways and restored permeability. This urban recomposition accompanies the transformation of the boulevards into true urban boulevards and restores to this sector an identity as a city entrance that is legible, active and welcoming.
In sum, the Pannette block becomes an essential link connecting the residential neighborhoods, the historic center and the station hub, while profoundly renewing the image of this piece of the city.
